Third-party cyber exposure extends beyond vendors directly connected to the business

Third-party cyber risk is a network, not a vendor list. A critical service may depend on cloud, managed, software and identity providers plus subcontractors the buyer never contracted directly. Exposure travels through concentration, privileged access, data flow and operational dependencynot only contractual tier.

Start from critical business services and trace their dependency chains. Map providers, fourth parties, software and open-source components, connectivity, data, identities and recovery roles. Identify common dependencies across services; ten suppliers using the same platform are not diversification. ENISAs 2025 landscape, based on 4,875 incidents, highlights increasing attacks on digital supply-chain dependency points to amplify impact.

Segment suppliers by plausible consequence and substitutability. Due diligence should test the specific service architecture, control evidence, incident history, financial health and recovery capabilitynot rely on a generic questionnaire. NIST SP 1305 uses CSF 2.0 to establish supply-chain governance and communicate security outcomes between acquirers and suppliers.

Translate expectations into operating mechanisms: least-privilege access, logging, vulnerability disclosure, change notice, incident cooperation, recovery objectives and evidence rights. Contracts matter, but cannot restore a service. Maintain technical containment, data portability, alternate procedures and exit paths proportionate to concentration and switching time.

Monitor material changes and exercise joint failure. Test supplier compromise, prolonged outage, corrupted updates and inaccessible support while measuring detection, decision and recovery. Feed findings into sourcing, architecture and continuity choices. Third-party risk is managed when the enterprise can see critical dependencies, bound their blast radius and recover even when a provider fails its promise.
